Important question. Does TV network can invite actor for awards who isn’t from the show but has some dealings with them? Do we know if something like this happened?

Well, I work for a network, a French one, but still, and I can assure you that Network can invite who they want, and there were no reason for Netflix to not invite the star of one of their show (who should have been nominated for that show, by the way!)
