That’s really not how I took his “we’ll see what happens”. In the context, I took it as “we’ll see what happens, Gillian can still change her mind later.” To me, it was clear that he didn’t 100% believe she’s completely done and there’s still hope she would agree on doing more.

EXCLUSIVE: David Duchovny On Gillian Anderson’s ‘X-Files’ Exit: ‘I Can’t Imagine It Without Scully’
“I love the people that I’ve worked with; I love Gillian and Chris and I want them to be doing what they want to do,”
“There’s no way I want Gillian to be doing the show if she doesn’t want to be doing it, and yet, I want people to do work that they’re really good at, so we’ll see what happens.”
“To me, the unfortunate thing about Gillian saying that she was done is that there’s kind of a mourning sense about the whole season, when in fact, what I’d love is that people really recognise that these are 10 excellent episodes — like, way better than the six we did a few years ago.”

So what’s with scully season 11? Her voice?! Again she’s whispering and mumbling. I don’t know….. wtf?
Ha! I’m glad it’s not just me. I was wondering why nobody was talking about it. Seems like it’s a thing Gillian found while playing Stella. Her acting in seasons 1 and 2 was amazing and her cracked voice and whispers participated in making the character deep and unique. But she used it with caution, at very particular and intense moments. In season 3, it started to make me cringe a little because i felt like it was too much, too often. Pretty much all the time, actually. And it looks like it’s something she can’t get rid off. Her voice is perfect during interviews so it’s something she does on purpose and I don’t understand why. It’s just not Scully. It reminds me of Stella and it does make me cringe. You have David who talks with his full voice in a scene, and Gillian whispers with no particular reason. I don’t get it!
This is my beef too, DD. It’s been a lousy distraction:
On what will happen to The X-Files now that Gillian Anderson is leaving the show – (from interview with David Duchovny, Riff Magazine, Feb. 2018)
“I don’t know, and I’m sorry that that’s the discussion of the show at this point. I’d rather the people just enjoy the episodes that we were able to give them for this run, and I’m not going to worry about what’s going to happen next. … I’d rather look at it in the frame of here’s 10 great episodes of television for you.” … DD
